U.S. Sen. Jim Inhofe (R-Okla.), senior member of the Senate Armed Services Committee (SASC), gave opening remarks this morning at a SASC nomination hearing to consider the nominations of Mr. Alan Shaffer to be Deputy Under Secretary of Defense for Acquisition and Sustainment; Ms. Veronica Daigle to be Assistant Secretary of Defense for Readiness and Force Management; Mr. Robert McMahon to be Assistant Secretary of Defense for Sustainment; Dr. Casey Wardynski to be Assistant Secretary of the Army for Manpower and Reserve Affairs; and Mr. Alex Beehler to be Assistant Secretary of the Army for Energy, Installations, and Environment.

The Committee meets today to consider the nominations of Mr. Alan Shaffer to be Deputy Under Secretary of Defense for Acquisition and Sustainment; Ms. Veronica Daigle to be Assistant Secretary of Defense for Readiness and Force Management; Mr. Robert McMahon to be Assistant Secretary of Defense for Sustainment; Dr. Casey Wardynski to be Assistant Secretary of the Army for Manpower and Reserve Affairs; and Mr. Alex Beehler to be Assistant Secretary of the Army for Energy, Installations, and Environment.

We thank you for joining us this morning. We welcome you to introduce your families as you are recognized to speak. It is the standard for this Committee to ask certain required questions in order to exercise its legislative and oversight responsibilities. I’d ask that you each provide an audible yes or no response to the following questions:

  • Have you adhered to applicable laws and regulations governing conflicts of interest?
  • Will you ensure that your staff complies with deadlines established for requested communications, including questions for the record in hearings?
  • Will you cooperate in providing witnesses and briefers in response to Congressional requests?
  • Will those witnesses be protected from reprisal for their testimony or briefings?
  • Do you agree, if confirmed, to appear and testify upon request before this Committee?
  • Do you agree to provide documents, including copies of electronic forms of communication, in a timely manner when requested by a duly constituted Committee, or to consult with the Committee regarding the basis for any good faith delay or denial in providing such documents?
  • Have you assumed any duties or undertaken any actions which would appear to presume the outcome of the confirmation process?

You all have been nominated to serve in the Department of Defense at an important moment in our history. The National Defense Strategy places focus on the great power competition with China and Russia.  The recent passing of the FY19 NDAA was an important step to address the reality that America’s military advantage is eroding. If confirmed, you will help to provide leadership and vision and to implement critical policies required to regain our advantage.  Thank you for your willingness to serve, and I look forward to your testimony.
